[T45] Living in a warzone – how cybersecurity changes in times of war at the example of Ukraine – Taras Panchenko (National University of Kyiv, Ukraine)

What happens when the power grid is under attack?
When communications collapse?
When misinformation spreads faster than truth?

On Friday, March 6th, 2026, at 2:00 PM CET, we welcome Taras Panchenko (National University of Kyiv, Ukraine) for the 45th edition of TALK.CYBERcni.fr:

💬 Why You Should Attend

In 2026, digital transformation already challenges all of us.

But what if:

• You lose electricity for more than 24 hours?
• Heating and water supplies fail during winter?
• Mobile networks collapse because cell towers have no power?
• Official government channels become temporarily unreachable?
• Disinformation fills the vacuum?

For Ukraine, this is not hypothetical. It is daily reality.

Cybersecurity in wartime is no longer only about protecting systems.
It is about protecting society.

During this lecture, we will explore:

• ⚡ Infrastructure challenges under active conflict
• 🛡 Real cyberattacks targeting Ukrainian systems
• 📡 Communication resilience strategies
• 🧠 Information warfare and misinformation risks
• 🔄 How cybersecurity priorities fundamentally shift in war

This talk offers unique insights from inside a country defending both its physical and digital sovereignty.

How the digital transformation is changing our lives

Our society relies more and more on information and operational technologies. Examples include water, energy, heat and cooling supply, communications, healthcare, production and processing of goods, transportation, national security, banking, research and education, and food production.

What all these areas have in common is that they make intensive use of networked distributed computer systems. These systems can be attacked in many ways. This is no longer just a problem for computer “pros” because computer systems are essential to all of us. The effects of “cyber-attacks” range from power outages to the collapse of the health care or banking sectors.
